  16. <p>Serbs block relief columns and continue to defy U.N. flight
  17. bans

  19. <p>     As the international community dithered on the margins of the
  20. crisis in Yugoslavia, the anguish continued in beleaguered
  21. Bosnia-Herzegovina. An aid convoy bound for the town of
  22. Srebenica, where some 80,000 Muslims have been trapped by
  23. fighting for months, was blocked at the Serbian border for days
  24. by Serb militiamen and angry, jeering civilians. A convoy to
  25. Goradze was delayed after an escorting personnel carrier hit a
  26. mine.

  28. <p>     The ban on military flights over Bosnia, imposed by the
  29. U.N. early last month, has been violated more than 100 times,
  30. according to a U.N. commander. Western diplomats said Serbs have
  31. used military helicopters to ferry troops and supplies, even as
  32. NATO officials in Brussels contemplate plans for enforcing the
  33. ban. Fear of fighting yet to come compelled the Security
  34. Council to approve sending monitors to Macedonia, and President
  35. Bush urged the same for neighboring Kosovo, where tensions are
  36. high between Serbs and the ethnic Albanian majority. A shipment
  37. of construction material did reach Montenegro to prevent some
  38. 7 million tons of toxic sludge from breaking through a
  39. dangerously weakened dam and flowing into the Danube River
  40. system.
